Mr. Sonam Tobgye serves as the Director and Chief of Staff to the Prime Minister in the Royal
Government of Bhutan. He began his civil service career in 2006, after being selected through the
Royal Civil Service Common Selection Examinations.
Over the past 18 years, Sonam has served in various key roles across multiple divisions, including the
Cabinet Affairs Division, the Public Service Delivery Division, and as the member secretary to the
Committee of Government Secretaries in Bhutan. He has also served as the Head of the Public
Grievance Cell, Private Secretary to the Prime Minister (2014-2018), and National Project Manager
for the Electric Vehicle projects from 2021-2022. Sonam has had the unique privilege of closely
working with four different Prime Ministers in a row, each representing distinct political parties,
providing him invaluable insights into the diverse approaches to governance and leadership.
Sonam holds a Master’s degree in Public Policy with specialization in economic policy from the
Australian National University (ANU) in Canberra. During his time in Australia, he founded the
Australia-Bhutan Association of Canberra Inc. (ABAC), a platform designed to strengthen the ties
between the two nations.
He is married to Kelzang Lhamo and is a proud father to one daughter.
